Cheat that allows us to modify vehicles

Is there any cleo cheat or hack that allows us to mod vehicles in game? I remember having s0beit that had an option to modify vehicles on the go. Just wondering if there's another?\

yes there was an .exe where u could adjust anything about a vehicle: handling, weight,max speed, etc
but i dont have it anymore xd

no what I meant to say was mod your cars as in change the rims, the body kit etc. sorry for the lack of detail lol
