Well its easy, don't download it went you hate it
Anyways, just drop everything in ur gta folder ( i never have problems with this enb)

EDIT: But of course, ENBs usually come with an .ini.

It depents on your spec, for me it doesn't lag.

Edit: Anyways all windows 8 has the latest update, so he only need to put the .dll in  C: Windows/system32

Place the .dll in your gta folder.

gta folder ? What da hell, are you high ? That error means he needs directx 9, which will get installed to C:\Windows\System32

If you don't want to spend time on downloading entire directx9, download the d3dx9_40.dll from here :
http://www.dll-files.com/dllindex/dll-files.shtml?d3dx9_40

You need to put it inside the C:\Windows\system32 folder, and to make sure that it will work, restart the session.

Ok i got this installed and its amazing it even makes the SAMP logo glow but i dont get as much reflection as on the screenshots maybe its different car models?

It also depends on the hour, and the brightness of the sun. Perhaps that screenshot was taken when it was 13:00 or something.
