I finally found this cleo on some Russian guy's YouTube Channel.
What it means:
On most servers you can shoot and move with for example deagle,however on some RP servers you cant,you start just like in singleplayer with 0 skill
With 0 skill you move slowly don't do max dmg with deagle and you cant shoot while moving
When you kill a person you get 5 skill you need 200 to upgared to Gangster
With Gangster you can move fast,still don't do max dmg possible and cant shoot while moving
When you get to 1000 you upgrade to Hitman(Max Skill) Its your standard Dmg + you can shoot while moving.
What this cleo Does:
It automatically sets your skill to hitman when you join a server.
Benefits:
Other scripts like this had a problem where you slide when you shoot,so admins know when you are hacking.
Some scripts you activate it and it is all good until you die or kill a person then it resets your skill back to 0
This one does not have any of those problems and is as far as I tested undetectable.
If you find anything i will edit the post so others can see the problems this script has.
