Real Flash MOD, Somebody?

Hi there, so, ive seen some mods that makes you get faster and others that makes all slow motion, i wnt to ask if theres i any mod (gta off corse) that everything gets slow around you, but you keep normal, because theres only mods who makes you faster, and those who put the game in slow mo you get slow too :/

The most similar thing to this is the "PrivateDesycn"
Everyone is freezed, but NOT EVERYTHING.
Some basic Superspeed mod and you will have something similar.
