CLEO Help SampFuncs not working

So my friend has a problem with sampfuncs.
The .asi wont load or something so it doesnt create the "sampfuncs" folder.
fresh windows 7 installation
Cleo 4.1.1.30f works.
Installed directx9
installed visual c++
installed .net framework
.asi loader is in gta sa folder
disabled UAC and firewall
still doesn't work
