if you have the non-original version of gta sa (that doesn't run with the full sounds), you don't have to open that file, just put it in audio folder located in gta sa root dir.
there is no program that can run this file because it doesnt have a type -_-

To 'install' that sound mod copy the file to 'GTA San Andreas\audio\SFX'.
