Hmm... you have a .ini file for the settings in your Gta San Andreas folder:
GTA San Andreas\GTAVHud_by_DK22Pac\V_HUD_by_DK22Pac.ini
and even .dat files which you can open with Notepad++ or windows editor.
Just open the files and search for blur and set it to 1...
