Help Why can't I download attachments?

So, I recently was browsing the forums while I wasn't logged in, and saw a CLEO that I was interested in. So I logged in to download it, and even though I was forsure logged in - I still had the red "You do not have the required permissions to view the files attached to this post."

Example:

As you can see, I'm unable to download any attachments. Is this a profile issue? Forum issue?
