That's not CHANGING, that's called IP masking and spoofing sometimes.

Change your MAC address and you will receive a new IP from your ISP.

i think there's dynamic and static IP right? so if you got dynamic IP, you can't change it, not sure if i'm right or not, i'm not an expert, correct me if i'm wrong please  :sweet_jesus:

It won't change on static plan OR if DHCP server is off/disabled by your ISP.
