open mod_sa-s0nicTz.ini, press ctrl+f and write in the box s0n_through_the_walls then you will find s0n_through_the_walls = 1, replace it with s0n_through_the_walls = 0

I think this is what youre looking for then:

Open the mod_sa-s0nicTz.ini

find s0n_rain_at_start = 1 and change it to

s0n_rain_at_start = 0
