Your windows is too old that it doesn't have the libraries required to run server :/

nope i have 3 laptop/computers two windows 7 and an xp all of them says that error

Once I used to get this error too, I downloaded different versions of Libeay32 and libssleay32 dll and checked which one didn't gave error etc, like this I made it work but it is time consuming so download openSSL and you will get all the perfect libraries
